After lurking around for a while looking for solutions to my latency problems, I found two programs that noticeably improve both my latency and FPS. I don't about you guys, but lately my ping has been too high to play right. These programs should help.
1) For FPS: "Game Booster." Trusted company, Iobit.

Basically, you push a button called "Gaming Mode" and the program turns off all processes that may interfere with gaming but are not important to your computer's functioning. Simple on and off switch for a performance increase.
2) For latency: "Leatrix Latency Fix." This is a batch file of an already known fix. Usually, you'd have to follow a bunch of steps to make your computer respond better to the information it's receiving from Blizz, but this is a light program that does it for you. It should improve all latency, even if yours is already good.

Unzip the file, click on "Install." It installs almost instantly and will ask you to restart your computer. After your computer reboots, run the "Checker" to see if it installed properly. If not, try it again (took me two tries, don't know why).
